Police uniform from 90's
Ukrainian Police first lieutenant winter coat from 90-th.

I am afraid this may be put-togther. The cap is Ukrainian (which isn't wrong, as the buttons ar UA as well so it fits OK) and the coat looks like a standard army one - police overcoats had the lower edge folded sewn (while army overcoats didn't) and two small buttons on the cuffs. Of course, there is also a posibility that army coat was used after the 1991 for some reason. However, it is strange that the cap has new band color while the overcoat insignia don't.

You are right. The coat is originally soviet with changed buttons and shoulder badges. It’s happen in 90-th, when not new dress was coming but country wish to have own police. This coat is police not army, army had different color. Easiest way was exactly what they did: small and chipper changing in big department.
Hat is late Ukrainian edition with new band color. |

During this period, the cops in Kiev and Moscow alike wore pretty much whatever they could get their hands on - especially during the winter - because, like the military, they were not getting paid very regularly by the government. I saw many wearing non-regulation leather coats that were "given" to them (usually from kiosk owners who wanted to stay in business).
Paul is exactly right about them being closer to criminals than cops. I can't even count how often I saw them getting paid out the back doors of shops and kiosks and when they were having a particularly bad day, physically abuse the poor folks selling all sorts of things outside the entrances to Metro stations. Not the finest moments for the MVD in either country. I won't even go into the trouble I had with the Kiev police other than to say it was a good idea I only carried a photocopy of my passport and visa when out on the streets.:rolleyes: Phillip

The police, since replacing the dark blue uniforms with the gray-blue ones had the overcoats of the same color as the officer parade/everyday overcoats in the army (most often reffered to as "steel"). Of course, army officers had also the field overcoats in brownish-green color.
The difference between army and militia coat was visible on the lower edge of the coat and on cuffs. You can see that in the regulations and on photographs. |
