You can think only an ordinary 20 years Victory over Gernany medal and document .....

but
a) this is a very rare variation of the document
b) it seems to be awarded to a German
c) a speech from 1973 when the medal was awarded ? is included, to a Kooperative "Zeltendorf"

Looks like a name of a city, but at the moment I wasn't able to find this town.

In a few days I get the translation of the text and than I know if the two documents have a relation.

I don't think the document points to a relation. The medal doc is from May 1965, the speech from October 1973. We can only say that both docs are related to Germany (the medal doc was issued to a Fritz Werner). Both docs could be from the estate of one man, but without additional paperwork we can only guess.

It is indeed the document variation for VIPs and foreigners (and I happen to be looking for one, hint, hint :D). This one was awarded to Fritz Werner.

The speech is, in my opinion, not related at all to the medal document. It is addressed to the (unnamed) Chairman and Party Secretary of the cooperative "Seltendorf" from the Soviet Expeditionary Corps in Germany, and dated October 7, 1973, no doubt a congratulatory speech on Germany (both DDR and FRG) becoming UN members on September 18, 1973.

So, I found Seltendorf. It is a very small town in East Germany and there is a agricultural cooperative.
But I found no Werner Fritz.

Militia Major Ivan Semenovich Zhukov

A simple document for a 20 Years of Victory medal to Militia Major Ivan Semenovich Zhukov, signed by Commissar 3rd Rank Ivan Ivanovich Gorlov, who had a rather interesting career:


7.5.1943 - 12.10.1944 Head of the Irkutsk NKVD, colonel
12.10.1944 - 16.9.1949 Head of the Grodno NKVD-MVD, colonel
16.9.1949 - 16.10.1951 Head of the Tyumen MVD, colonel
16.10.1951 - Deputy Head of Corrective Labor Camp 565, colonel
26.8.1956 - 1961 Head of the Ivan MVD, Internal Affairs Executive Committee, colonel
1961 - 1967 Head of the Department for the Protection of Public Order, Militia Commissar 3rd Rank

(a rough translation of: 08754)


...But all in all not an item of huge interest I think.

The Document and to a lesser extent the Medal has minimal interest to the average collector. They rarely get much attention but are completely integral to groups.
It is very possible to pick quirky variations of these up for a minimal outlay especially if they are individual items.

Currently there are ~70 of these documents in the collection, nearly all in groups including to non-Soviets. There will be more on them (and others) later.

I do find them very, very interesting, actually, especially in groups. What I should have said is that, unfortunately, this particular doc currently lacks the context to bring out the full interest. All it needs, however, is one other person with Major Zhukov's awards/docs, or those of another militiaman on Sakhalin, or someone tracking down Commissar Gorlov to start building a picture.

It can be absolutely amazing how much a name, stamp and signature can reveal with just a little bit of effort. I am working on a project highlighting the process and may make some look at these commemoratives in a different light.

This particular Medal's document is also serial numbered adding that little bit extra.

Here is an example awarded to Mihail Ivanovich Chebanjuk by "Faleshty" Regional Military Commissariat (Fălești, Moldavian SSR) in 1966.

It is very uncommon to see someone called "Retired private". Aspecially when it was almost impossible to be a retired serviceman in this rank in the Soviet Union.
