Vehicle Permit For Kerch'.
Here is a permit for Cheljabinsk Tractor Factory S-65 Tractor #12924 Engine #1986 for Kerch' and the surrounding region from 29th March 1942 to 1st April 1942 - The Battle Of Kerch' Peninsula.

A little more research indicates that only 46 tractors were in service by the Soviets during Kerch'. As for how many were Stalinets-65s is unknown. A Stalinets-60 was recently uncovered by archaeologists in relic condition.
Suffice to say, there were not many of these passes issued.
