Badge "All-Union Student Games "Petrel"".

Here is a very strangely constructed Badge for the "Petrel" Games. It doesn't feel like any other Soviet (or other) award I've ever handled. It must have been made by someone who only made other items that I'm unfamiliar with. This Badge was most likely an award for participation.
