Alea iacta est... Here you find all you need. "Your guy" was born in 1931. Graduated in 1953 ( Agricultural Sciences). He was specialized in economic planning and development. He worked in more than 30 countries ( 3 continents). He worked for UN, UNICEF, WORLD BANK and FAO. According with my researches he was a prominent banker. In Italy he had a preminent position. Between 1992 and 1994 he was member of the European Banking Federation. He was also a prominent academician. He teached Economics for years in Naples and Rome. He died on January 1st 2012. During 80's the Soviets had to face a chronical shortage of bucks ( as you know rubles could not be used in international economic transactions). "Gorby" needed money and other economic aids to develop his perestrojka. As usual these "transactions" are not publicized, as you know KGB employees have always called your country "great enemy" and after "great adversary".
His name was:
Luigi Coccioli
