Generals' Cap Insignia

I have a question...

Who would wear this parade cap badge? (General and up?)
Is it real? How do I tell?

Thanks,

Rusty.

///

The badge in the photo is a real M1940 generals cap badge, used for both service and parade. These are difficult to find.
