Here is a rather conflicted Badge. Its document doesn't know if it is named "Honoured Veteran Of GIBDD" or "70 Years Of GAI-GIBDD MVD Russia".
Possibly regionally awarded by particular GAI departments. Made by Breget.

CtahhR,

No confusion here, the "ГИБДД" happens to be the successor of the "ГАИ" as of 15/6/1998. Here is a bit of that structure history (without subtitles :D)

The confusion is if it is named "Honoured Veteran Of GIBDD" or "70 Years Of GAI-GIBDD MVD Russia". It changes on each side of the document. It is obviously for GAI-GIBDD service personnel (current or former) but the name looks to be open to debate.

Maybe the doc is a printing error? I would guess They printed the cover for onedoc and the inside for another.
