1986 Badge with bird

This medal came in a large "collection" of medals and badges (read: grocery bag of stuff) that I got as gift from a friend in Murmansk.

I find it a bit interesting - as you can see from the photos, it has some kind of bird in the front. A swan? Reminds me of something that has to do with the environment.

On the back it has a star, not a soviet star, but something that looks more like a thin NATO-star and then the names of some of the republics and some other regions, but not the SSR names but rather the names as we know the states now - Rossija, Ukraina, Azerbadjan etc.

Ideas of what this is?

Height is 5 centimetres, the suspension is pinback, color of band is ugly violet. Thickness 3 mm.

Why there are not the names of Belarus, Kazakhstan, Turkmenistan and the other central asian"stan´s" in it?
Is there a reason or simply because there was no space left?

My guess on that is that the "missing ones" simply did not take part in this 'happening'.

Couldn't it be a medal / badge commemorating Chernobyl or the association of 8 republics / regions on environmental matters ?

For example, the new city of Slavutych, after the shutdown of Chernobyl, was built some 50 kilometers east of Chernobyl, with financial aid from eight Soviet republics. Maybe this medal is celebrating such an event ?

No, it can't be Chernobyl.

Belorussia with Ukraine were the republics affected the most by the disater. And Belorussia name is missing from the medal.

Could it be some kind of non-Soviet cultural/enviromental/freedom-thing?

With all those nation names spelled in non-Soviet form maybe this medal commemorates some meeting for non-communist citizens (cultural people etc) from of these nationalities?

I have to confess I am very intrigated by it ...

The swan (or bird) seems to me familiar, but can't remember where I saw it...

The "star" made me think to the Glonass system... but can't see the link with 1986 and/or the 8 republic/regions names...

So mystery is total !!

Any other idea ?
