I asked a Belarussian friend of mine to translate:

"Literally it says the following in Belorussian language: "Distinguished (or
honored) worker of retail and public catering industry of BSSR (Belorussian

"Public catering" or "obschestvennoe pitanie" in Russian or "gramadzianskoe
harchavanne" in Belorussian means Russian equivalent of fast food industry
(sh*tty diners for regular Soviet people)."
