Your badge is an Award Badge of the KOMSOMOL Central Commitee for VOLUNTARY WORK ON THE DEVELOPMENT OF THE IRON AND STEEL PLANTS. size 2 x 2,4 cm.

Yours seems to be a later version. The older one from the 1950's has a reverse inscripion CTROITELJU TSCHERNOIJ METALLURGIJ.
