First, the number of bands seem to denote level; division, regiment, etc. I might be totally off on that so I'd like to hear more about it.

Also, why the different letters? F- FORGALOMSZABALYZO and KR-KATONI RENDESZ (excuse me if my Hungarian is off!)...did they have different responsibilities?

The first bunch of pics shows a 1973M general's (major-general) tunic with shirt and tie for everyday's use. Two different trousers did belong to this uniform, one for shoes, one for boots. The uniform in my collection is from the middle of the 1980's.
