Its structure, form, and even many of the regulations initially remained the same as in Soviet times, because it was difficult to change everything at once. However, gradual changes had already begun: Ukrainian symbols appeared, driver's licenses and car registration documents were updated.
The GAI was responsible for road safety, monitoring compliance with the rules, processing road accidents, as well as registering vehicles and conducting technical inspections. Inspectors patrolled the roads on motorcycles or cars with blue-red flashing lights, and had a characteristic uniform with caps, batons, and yellow vests for better visibility.
In those years, there were many difficulties: fuel shortages, poor funding, chaotic road conditions due to the change in the economic system, and the growth of private transport. However, it was then that the formation of the modern Ukrainian road service began on the basis of the old Soviet system.
