By what it is appreciated in the photo, the wide crown and the very high front, it seems to indicate that it is a cap much of the use of the postsoviet age. Anyway you crown exaggeratedly big and lacquer visors were also much of the use at the end of the Soviet age, to resemble that of some top officials. it is a KGB border guard cap, Kelly green top dark blue (midnight) band , and red piping. earlier on it used to be the same but with magenta piping.
