unknown Naval Badges

I am hopeful a collector colleague can please help me identify these badges, their names, and possibly, for what they were used/awarded; former crew members perhaps?

Bill, I am just shooting in the dark here, but I get a strong impression from them that they were made for public consumption, not naval. The maker's mark is from a factory that pumped out many "official" badges as well as civilian versions. These look like collector or commemorative pieces. However, I could be very wrong.

Phil is correct. I've seen similar commemorative sets of something like 20-30 badges in plastic box set - kind of like some countries produce commemorative stamps mostly for export to the foreign philatelic community.
