Eric, as I said, and as Marc has clarified, this award is not for Chernobyl. The decree date is a clear indicator. "Real" orders and medals for Chernobyl were awarded by decrees of December, 1986 and October, 1988. Now turning to the citation, we see that Chernobyl is just mentioned as one example of good conduct and preparation over the course of his career. It is not for bravery or exceptional logistical feats in the Zone. For examples of "real" Chernobyl awards, please see the attached citations.
