When letters like I, L, M & H get involved i start to get muddled as in cursive they all start to blend into one another when put next to each other.

A good way to help yourself is put variations of what you think is there into google - if there are no hits have a rethink. Some Russian names have millions of hits but get a letter wrong and you may have none.

Again i coming requesting favours.

On this stamp, i can just about make out naval i think?? or do my eyes decieve?

In this case, the 'p' stands for пограничное, i.e. 'Border Guard' (Higher Naval Border Guard School).

Is this is it?

"Voroshilov Higher Border MilitaryPolitical School, founded in the 1930s and located outside Leningrad."

Taken from the soviet border guards wiki page. Would the awardee fall under the Navy or NKVD being border guards?

Ah, I found the guy. His name is Aleksandr Vladimirovich Sadnikov (1898-1964), Rear Admiral (November 17, 1944). He headed the MGB Higher Naval Border Guards School (located in Leningrad) from July 1944 through May 1950. He was awarded an Order of Lenin (1945), two Orders of the Red Banner (1944 & 1948), the Order of the Patriotic War 1st Class (1945), the Order of the Red Star (1941), and a number of medals.
