Hello Larry,
I'm agree with Jeffrey, the collar devices are 1951 regulations for navy officer parade dress. They were briefly worn until the 1955 uniform changes. But your tunic looks good, may be the junior rank is part of an explanation, some kind of transitional uniform for a newly appointed admiral, with an old but more ornemental collar?
