Equipment Booklet.
I just got a new booklet; military, but not ODM-related. Dated 1946.
The (red) cover has a star with a H&S on it above some barely decipherable words. My best guess is: ВЕЩЕВАЯ ННИЖНА ОФИЦБРА КРАСНОИ АРМИИ Does this make any sense to anyone out there? My guess is the last line - "КРАСНОИ АРМИИ" is 'Red Army'?

Here's some images. In the bottom of the third image the owner's been issued a фуражка СУКОННАЯ - Peak-cap CLOTH. That much I can translate online. There are quite a few entries after that that I haven't worked on yet. But after each entry an identical area just to the right of it has been snipped out of the book. Why? PS. initially dated 1946 so I really like this! :)

If I could look at your book in more detail I could probably tell you, but I'm guessing it's a supply accountability thing - the missing coupon is the issuing supply officer's receipt that he actually issued the item and to the individual in question.
