Faked soldier ID

Very odd because I am pretty sure that the inside is not from the outside - so to speak. The outside shows a "Soldier's Book", the inside a "Military Ticket" - one is kept on the soldier during duty the other at his conscription point.

They are either very sloppy or it's a copy of something I have never seen. I have looked through all the original ID cards I have, and none of them has this "ticket".
