I think the badge is a fake.

I remember that this topic was already discussed an Alexei posted a reverse picture of a real one somewhere here.

I think these badges were made in the early 90´s after the collapse of the Soviet Union.

Alfred is right, a lot of them were made in the early 90s for export. Strictly speaking it's not a fake, but rather a collectors' copy.
