That's right. "25 Years Worker Of Communications". I confused the name with another Badge (I'm currently rehousing and cataloguing all the Bulgarian Badges and it's overwhelming). With 25 years service being celebrated in 1986, it would mean service starting in 1961 which would push back the date of birth before 1949.
