A interesting small medals group awarded to Шибалов, Николай

Никонорович (Shibalov, Nikolai Nikonorovich) on April 16, 1991 by the

At this point, would it be most likely that these would be replacements(VoG)? I cannot imagine going 50 years and not even having the basic VoG medal, as there were certain benefits for WW2 vets by then, right?

You would be surprised Medals for a conflict that ended in 1945 are still being awarded (and sometimes not awarded). I have been communicating with front and back bench ministers (and some of those shoved upstairs) in attempts to get the correct recognition to those not yet recognised. Usually get boilerplate responses but no action.

Nothing like Bureaucracy for quickening a situation.
Very different to the times when a king, tsar or emperor handed out the awards to his friends personally.
