A good way to help yourself is put variations of what you think is there into google - if there are no hits have a rethink. Some Russian names have millions of hits but get a letter wrong and you may have none.

In this case, the 'p' stands for пограничное, i.e. 'Border Guard' (Higher Naval Border Guard School).
