Flight institute of the Air Industry.

Yup, it's a badge to a graduate of the Leningrad Institute of Aviation Instrument Building (Ленинградский институт авиационного приборостроения). It still exists, with the official name Saint-Petersburg State University of Aerospace Instrumentation.
