Participator of the revolution/civil war?

Hi guys,
I saw this booklet and I am not sure what it is. It's written in ukrainian and dated 1928. I suppose it is for active participation in the russian revolution or the civil war. Or s it even an early order/badge booklet?
What do you think?

I'd be careful with any paper docs coming out of Ukraine. There are PLENTY of fakes of this doc and can't see it close enough to make a call on this one.
