Patriotic War Dagger

Any ideas?
I checked all books I have and was not able to find anything.
I don't have the dagger. This is only picture I have.

Eric,

Strange metal used for it. Usually it is always gilt brass.

I agree, looks like it was done by an individual; its not a regulation item.
