Awarded to members of the State Security Organs , in recognition of its active and determined participation in the penetration and control of contra-revolutionary groups, and for outstanding judgment of declaring treasonous groups in the service of imperialism.

I assume that due to its awarding criteria, is it awarded mostly to MININT and other State Security organs?
