This is a quite unusual and rare Japanese war era soldier uniform item called the Kokuminfuku Gireishou (National Uniform Manner Badge) partially necessitated by war. In Japan, if you attend certain ceremonies, you're expected to wear appropriate formal attire. For example, for a funeral you should wear a formal black suit or a kimono. With the war going on, soldiers weren't always able to get the formal clothing for these events. What this purple chord allowed you to do is place it on a military uniform and it was okay to attend any formal ceremony even without the proper formal clothing attire.
