I am a bit surprised that a man in black sea fleet told me that only 'onshore' (on the ground) part has such unit flags...

Ships did not have unit flags per se, but many Navy units did; Naval Aviation, Signals, Coastal Artillery / Infantry, etc. I am not sure what "units" would be at sea that would need but not have a unit flag?

I have seen the flag in your photo elsewhere, I don't have one like that. I have only one "red banner" naval ensign flag which was made in 1952, which shows some worn.
