It was awarded by the Association Of "Former Soviet Veterans Of The Second World War In Israel"
(ברית וטרנים מלחמת העולם השניה בישראל)

on 30th August 1996. Unfortunately they didn't write a recipient.

Here's another obscure awarding body. Kohane Village, Tokmak Region - entire population 467.

Awarded to Valetina Prohorivna Bojko on 10th December 1994.

This example was awarded to Aleksandr Alekseevich Litovchenko on 29th August 1995 by Guliston City Military Commissariat, Uzbekistan.

Folded in a rather strange way.

Strangely enough, Litovchenko, despite the name wasn't Ukrainian, wasn't Uzbek but Russian. Born in Novosibirsk in 1922. A driver in the Armoured Transport Scout Company of the 17th Guards Mechanised Petropovsk Red Banner Orders Suvorov, Kutuzov, Bogdan Hmel'nitskij Brigade, 4th Guards Tank Army, 1st Ukrainian Front. A unit that certainly sounds like it's been in action.

Awarded the Medal "For Combat Merits".

Also a Red Star - both for post Ukrainian liberation actions.

Also awarded an OPWII'85 but with the incorrect patronym.
