It belonged to Petr Vasilev Kolarov, former Bulgarian Minister of heath care (1950-1962), the son of the 2nd Prime-minister of Bulgaria. Here is an article about his father Vasil Kolarov - Wikipedia, the free encyclopedia

That's the 2nd Prime Minister of the People's Republic (After Georgi).
Very nice indeed. No doubt he would have received the Bulgarian equivalent too. http://soviet-awards.com/forum/soviet-bl...lfare.html http://soviet-awards.com/forum/soviet-bl...ealth.html

I know he had recieved Polish and North Korean orders as well as soviet Red Banner of Labor, and, i guess, he had Bulgarian state awards, as a veteran of Civil war in Spain.

Equally unworn and only 15 numbers younger #30803.

Here is a Document for a late unnumbered example awarded to Raisa Aleksandrovna Rudenko on 31st April 1971 and issued on 1st June 1971.
Interestingly, Rule #6, Duplicates will not be issued.
