Not sure whether this is "Korean" or "Mongolian", but since the legend is in Korean I post it here.

The top line reads DPRK & MPR "조선인민과몽고인민간의" the second reads something along the lines of "New Alliance Of Permanent Goodwill" but the text isn't quite distinct enough to do a complete translation.
