In Goodman's book "Lenin's legacy", the 1st one is presented as the "Excellence in the Airborne Troops (for enlisted men) Proficiency Badge, 1970s-1980s".

In the same source, the second badge appears to be a "Commemorative pin for the Airborne Troops USSR, 1980s". It is part of a set of 5.
But, in the book, it is shown without suspension, and no hole at the top.
