I spotted this one among a series of too-cheap-to-be-real items (including that latest Order of the October Revolution fake we are seeing now and a couple of the low-priced Kiev medals).
The first thing that is obvious is that whoever stamped the photo didn't wait until it was dry before closing the booklet (picture). Then, you will notice the overall ugly, smudged and almost rubber stamp quality low detail seal. And most importantly, I think the Soviet Union had more than 10 republics by 1954.
I would think that if one were going to received a medal and award booklet from the Ministry of Internal Affairs, which is altogether possible, it would come from a regional MVD office with a stamp to that effect. All this one has is, as you can see, the Russian text for the MVD: "Министерство внутренних дел" without any further information. And the pen used to sign under the photo looks like a felt-tip that was used to apply the ink to this stamp because of the identical color.
The rest of the document may in fact be real, but that stamp and probably the photo are not. Adding the fake MVD stamp allows for a higher starting price I suppose.:angerr
After seeing this, I have to call the ORS he is selling with it into question because if there is one deception, there are bound to be more. He has a number of "mint" ORSs for sale as well as other "documented awards.":dissapoint
