Here is the Combat Service Medal "Prikaz" or Award List. He is #25 on the 2nd page. . .

To fully determine if this particular award is his, You would still have to show the award booklet's third page - there should be tyhe name of the award and it's number. I would guess that it will be the CSM we have here, but it is always good to check it.
Also in one of the pages of his Military ID, there should be a service information, with maybe some further info on his service (though he seems to have spent most of his service in one place).

Good, the serial number on the medal and entry in the Award Book match. See if you can obtain the Award Card and that should wrap things up nicely. The Victory over Germany may be listed on there as well as this Combat Service Medal. Do you happen to have the Victory over Germany Medal document with this group? Just asking. . .
