Simon,
The statute for the Gold Star provided for a bronze bust to be erected at the central government's expense in the hero's hometown upon receipt of a second star. Single star heros were not given this honor.
The fact that there are many busts of one-time heros in many locations of the former SU is not due to this rule being relaxed, but rather to other circumstances: local/regional authorities may have decided to get a bust for their local hero (at their own cost), private subscriptions, etc

Yet for some reason, there are also several cases where the serial numbers of posthumously awarded HSU stars are known. I don't know if this was the case with Golosov though.
I also know of some wartime instances where stars were assigned for posthumous awardings, for example:
Jr. Lt. Georgy Georgiyevich Nikolayev, Gold Star nr. 772, Ukaz of 6 Jun 1942, died on 2 Jun 1942.
Captain Nikolai Afanasyevich Panov, Gold Star nr. 774, Ukaz of 31 Dec 1943, died on 11 Mar 1943.
Major Mikhail Ivanovich Korotkov, Gold Star nr. 896, Ukaz of 14 Feb 1943, died on 5 Feb 1942.
Sr. Sgt. Ivan Filippovich Litvinov, Gold Star nr. 1388, Ukaz of 26 Oct 1943, died on 22 Oct 1943.
