The same statements are true for the Jubilee 50 Years of Victory in GPW, here with the Ukrainian issued document and I have a Belorusse isued document for this too.

Here's another document. Awarded to Olena Grigorivna Shudrik on 7th March 1995. Unfortunately no additional information.

It seems quite strange that these modern awards are now over 20 years old.
