Here is a 20th Year Anniversary of Victory with document awarded to a Colonel General and minister of the armed organs of the GDR. He later became an Army General.

In 1995, I was at a flea market in Frankfurt, Germany. One vendor was selling lots of common (not so common now) Soviet militaria. He had a box full of award documents..hundreds. Many were for the award of the Medal for Victory over Germany, others were for Jubilee Medals. I came across this one documents for the 20th Year Anniversary in that box.

If it is a fake, I don’t understand why a forger would make such a document. I would rather think that some unlucky guy came up late to the award ceremony and was told “Sorry Comrade. We ran out of documents. But wait, we can type one out for you really quick if you wait a minute or two.”

Funny, I've seen wartime campaign medal documents typed out like this understandably done under field conditions and/or lack of supply, but not a post-war jubilee medal document like this.

And the parting on the left
Are now parting on the right

I received my new group today. Nothing special, just huge amount of documents, ID's and couple medals for MVD ( fireman captain ) officer. What is very interesting, he received 20th Anniversary of Victory in the Great Patriotic War medal in 1965, during his regular services ( 3 years ) in Army! He was born in 1941...

The 20 years of Victory - award was given to all active personell in 1965, but I am not sure if that included also soldiers and privates in duty at that time.

Tretov is correct.
The medal was awarded to ALL military people.
This is why the medal is JUBILEE medal.
