Awarded to Lev Pavlovich Il'menskij and issued on 19th December 1951.
A complete dead end when it comes to research although it would very much seem to be a 10 year Long Service award after being conscripted in the early stage of the war.

Most probable that it originally was on a red-ribbon, rectangular suspension.

Thank you for the reply.I noticed the letters are spaced slightly different than others. Were the variations on this?

Many, if you look through the Researched Medals "For Combat Merits"
Here is the closest - For Combat Merits,0436965,Platoon Commander,608th Separate Cable-Post Company. It may or may not have been issued on a rectangle, personally I would lean to not as it was probably awarded in late 1943. I do know someone who offers a research service.....
