Would this be called the 4th class of the Order of Merit for People? Here is the one I just acquired.

No it is just medal.You have three classes of orders and a medal.Almost same whit all orders except ones whitout medals.

I have just picked up an other one. Is this one the early version? The case and the ribbon are different, but the medals are the same.

I have the first one you have (with blue stripes) in the original box of your second one... So I guess they were both type in medals in different boxes.
