Thanks Paul, based on your suggestion I did some heavy Googling and found that:
МОР (MOR) = морской оборонительный район = Naval Defensive zone.
If, as you suggest, the X/K relates to a geographic location then perhaps it could be Kronstadt. I assumed it was an X because it seemed different to the K in nachalnik.
Does anyone have a list of GPW Naval defensive zones?
