It does look like the other flag is a Guards unit flag.

As to why the marshal isn't wearing awards... Perhaps when you were Konev, you didn't see the need for wearing awards; that your personality was enough? :)

Honestly, I haven't a clue. It also appears that the Lieutenant Colonel/Colonel behind Konev, who appears to be a Chief of Staff also isn't wearing awards, which is also strange, as most of those guys would have at least a long service Military Merit or Red Star...

The banner (that is the flag/banner/znamya, not the overhead banner) is a M1943 unit banner for a guards unit. It appears to be for an assault aviation unit - likely division but maybe regiment. I can make out part of "shturmovaya" or "assault".

Perhaps it was on the occasion of the awarding of guards status to the unit??

And why he isn´t wearing the shoulderboards?
There's nothing in the streets
Looks any different to me
And the slogans are replaced, by-the-bye
And the parting on the left
Are now parting on the right
And the beards have all grown longer overnight

Perhaps it is because this uniform didn't have shoulder boards...

Being a chief of Red Army, Voroshilov could afford to wear his awards any way he wanted in any given moment. There are pictures of him wearing just order of Lenin or Lenin and Red Banner 3 (later on Red Banner 4). Many high ranked officers had Red Banner but not so many Red Banner 3 or 4. The same is true for marshal Budenniy

In answer to Esteban_cool's question,
Shoulder boards were not introduced until 1943. Before that it was forbidden to wear them as they were a symbol of Imperial Russia and a definate no-no with the commies....

Thanks vik, now that´s a more accurate answer. I then, have seen altered before 1943 uniforms, being very similar to Voroshilov´s ones, but with M1943 and even M69 ones sewn on!
Most of them were fake NKVD and MVD ones. It was horrible...

I saw this pic at mondvor.narod.ru and I found this strange. Note that the screwback orders are attached with pieces of fabric behind them. What was that for?

I believe the reason the cloth is there is to:
1. protect the jacket.
2. They are used as spacers.
