The award isn't overly clear. Also looks a little like one of those "GTO" awards.
I'm sure Magadan had plenty of ways to find need for someone to be rewarded, or he may he received it before the posting.

A three pictures of the HSU Anatoliy Yakovlevich Kovalenko (Герой Советского Союза Коваленко Анатолий Яковлевич :: Герои страны)
A portrait of him (note Lenin ribbon on the HSU medal), him among collegues-veterans of the GPTY-Y (not sure what is that, but likely some kind of a school, as he worked in the education after the war) showing all his decorations, among them the ukrainian Excellent educational worker badge. The third picture shows him with a friend - another AF vet (colonel, unfortunately unidentified). This is interesting - theman seems to have m55 parade uniform "converted" to M69. Also, Kovalenko seems to be wearing 2 strange awards (foreign decorations?) can anyone identify those? (his bar on the 1st pic seems to suggest 2 foreign awards too)

Another HSU - according to caption - Stepan Matveevich Pirozhenko
And that's the problem: Герой Советского Союза Пироженко Степан Матвеевич :: Герои страны - the name, awaarding date and even the given medal nr. all fit, but according to the article, he worked as a motorist on shipsand last known rank as sgt. And on this photograph he is wearing an m58 uniform of a lt.col. of artillery. Also the article doesn't list all his orders, as apparently he got also a Nevsky, ORB and 2 GPWs On the other hand - he looks similar to the photo in the article.

Interesting. Seems he wore only the hero star - and no other awards/ribbons.

Gorbachev was 16.... though more an exception. I also don't believe it is an Order.
