Brief, specific statement of personal combat heroism or achievements
In Soviet army from August 19th 1941 till August 7th 1943. Active participant in battles of Donskoy front as the platoon commander of 346th rifle regiment of 63rd rifle division. Was heavily injured by a gunshot in the left thigh with bone damage in offensive battle on September 22nd 1942. During the treatment of the injury, since September 1942 till August 1943, was in evacuation hospital #3963. The injury is confirmed by reference #3466 that was given on August 7th 1943 by evacuation hospital #3963. As a result of injuries, the person remains in permanent disability group “P” of Great Patriotic War. Since 1944 till now works as a teacher of civilian defence in Petrikovskaya High School. At place of work, the person is being characterized positively. The nomination is consistent with first secretary Republican Committee of Communist Party of Ukraine Kondratenko S.N. and chairman of the regional executive committee Lubich I.I. The statement is consistent with supervision authorities, no objections. For active service during the Great Patriotic War and obtained heavy injury, the person eligible for nomination of the order of the Red Star.

The "randomness" is easily explained. Unlike war-time awardings which were unit-awarded from a unit's stock of existing awards, these "catch up" awardings were done by commissariats distributed all over the Soviet Union to deserving recipients.
