Awarded to Blagoj Kirilov Rangelov by Sofia City Committee of the Bulgarian Red Cross on 27th May 1988.
These water safety awards are quite special to me. Not only did my mother qualify as an advanced lifeguard instructor instructor with the Royal Life Saving Society (the British equivalent organisation) but her brother was awarded for rescuing a woman from the River Ouse "under exceptional circumstances". My paternal Grandfather was also awarded for the rescue of a man from the River Ouse, my father rescued a boy from the River Yarra (that made national news in Australia) and I've had to pull a couple of kids out of water - it is exceptionally amazing how well someone can swim, fully clothed, when not planning on it.
Awards for preparedness are a great incentive to learn.
