I think this is Honored Builder of Kirgiz SSR
What is this important looking badge with it?

What is the badge on the right, that says Kirgiz SSR on the front and the number on the back?

If they follow the same rule as in the others republics, it could be a republic badge of honor, going with a presidium of supreme soviet diploma.
