Here is the Title "Republic Of Karakalpakstan People's Poet" (Qaraqalpaqstan Respublikasi’ Xali’q Shayi’ri’/Qaraqalpaqstan Respublikası Xalıq Shayırı/Қарақалпақстан Республикасы Халық Шайыры).
This Title is the forth highest award of the award system of Karakalpakstan and was founded c1994. This is a Type 1 (Pre-2009 script).
The Title is awarded very sparingly and for the following merits;
"«Qaraqalpaqstan Respublikasi’ xali’q shayi’ri’» – a’debiyatti’ rawajlandi’ri’wda ayri’qsha xi’zmetleri bar, respublikada ha’m woni’n’ ti’sqari’si’ndag’i’ ken’ tu’rde ma’lim bolg’an belgili poetikali’q shi’g’armalar do’retken shayi’rlarg’a beriledi."
I have only been able to identify Tleuberen Jumamuratov (Posthumous), Ibrayi’m Yusupov, Kenes Aytmuratovich Karimov (Decree of 31st August 2103, 22nd Anniversary of Karakalpakstan - only recipient) and Xalila Dauletnazarov, Contributing editor of "A'miwderya" (Decree of 29th August 2015, 24th Anniversary of Karakalpakstan - only recipient)
