1974 "Trồng Mía" Sugarcane Cultivation Leaflet – DETA Program No. 13 – Rare South Vietnamese Hamlet Program Propaganda Pamphlet.

This original 1974 leaflet titled “Trồng Mía” ("Sugarcane Cultivation") was issued on November 5, 1974, by the Republic of Vietnam’s Special Mission for Rural Development (DETA) as part of its agricultural outreach effort under the collapsed framework of the Strategic Hamlet Program.

Numbered as volume 13 in the series, this folding pamphlet is a richly illustrated, full-color piece of rural propaganda presented in the form of a farming manual.

It stands as an extremely rare existing document from the final months of the RVN. As of this writing, no other physical examples of this leaflet are known to exist in private hands, museums, or online archives, making it a true museum-grade piece for serious collectors of Vietnam War-era psychological operations, agricultural extension materials, or South Vietnamese propaganda.

At first glance, the leaflet provides practical agricultural instruction for sugarcane farming, detailing land preparation, planting schedules, pest control, and yield expectations. But it also carries a strong ideological purpose.

A bright, cartoon-style comic strip featuring a southern Vietnamese family is used to convey pro-government messaging, blending child-friendly storytelling with subtle directives about duty, productivity, and self-reliance under RVN guidance.

The locations recommended for sugarcane cultivation include Quảng Nam and Quảng Tín, provinces that by late 1974 were already under firm Viet Cong control. Their inclusion is not a reflection of agricultural potential but a political gesture — an insistence that these areas were still part of the national fold.

The government’s publication of this leaflet represents not just an educational effort, but a quiet denial of the ground reality, offering development advice to farmers who, by that point, likely answered to a different authority.

Visually, the leaflet is crafted to show loyalty. No characters wear the black-and-white checkered khăn rằn scarf associated with the Viet Cong. Instead, the imagery reinforces order and optimism: clean village homes, happy children, and a southern mother in áo bà ba, reflecting the RVN’s idealized version of its rural population.

There is also a clear assertion that yields are higher in the South, with claims of up to 50 tons per hectare, contrasted with 25 tons in the central regions. This isn’t just agronomy, it's propaganda. It promotes the idea that in government-supported areas, with technical aid and state attention, farmers thrive.

By contrast, the implication is that communist-held zones lack the resources and infrastructure to succeed.

Though the Strategic Hamlet Program was effectively defunct by this point, this leaflet continues its messaging — self-contained hamlets, reliant on government support, engaged in productive agriculture. This was a paper relic of a broader strategy that had already unraveled, especially in areas like Quảng Nam and Quảng Tín, which were once focal points of the very program it now silently echoes.
