Unknown badge- RKKA or fantasy?

[MarvWe]

Hi,
I saw this badge being offered, but I cannot identify it. Do you know what it is? To me it looks like baltic fantasy. Maybe it is also a real cavalry badge from the RKKA time, but I dont think so.

Methinks the drinks were flowing at the Baltic Mint™ that day.
In fact that looks more like it was done in someone's basement rather than an illegitimite mint facility.

Thank you guys. That's what I've thought, the quality is just too bad.
