21st May 1977 is either Ministry Of Power Engineering or Ministry Of Transport Construction.
22nd May 1986 covers 3 areas Ministry Of Forestry, Wood, Pulp And Paper or Ministry Of Industrial Construction Materials or "Technicians and Engineers" of localised regions (but not specified Ministries).

I think we have another construction engineer.

Sorry this took so long. First trip to the bank (Friday), I brought the wrong box. Corrected it today (Monday).
